Winter period average.
Oklahoma City Municipal Code § 47-502
in effect§ 47-502. - Winter period average.
The sewer user charge(s) for a residential domestic user may be calculated based upon a "winter period average," as applicable.
(a) Established accounts. For established accounts, said winter period average shall be the average amount of water consumed by a residential domestic user based upon the bills, as issued or as corrected, with billing dates between December 1 of any one year and the last day of February of the subsequent year, except in cases necessitating inclusion of March at the discretion of the Director, to improve accuracy. The winter period average shall be recalculated annually and shall become effective for utility bills issued on or after the first day of April of each year.
(b) New accounts. If a residential domestic user does not have a winter period average at the current service address, for whatever reason, and had not relocated within the service area or received City water service as provided in Subsection (c), a winter period average of 7,000 gallons shall be assigned for the residential domestic user's account until a winter period average, as provided in Subsection (a) above, shall be established for said user at said service address.
(c) Customers relocating within the service area. A residential domestic user relocating within the service area during or after the winter period average has commenced or who has not regularly received and metered water service, as provided herein, throughout the winter period average shall be charged on the basis of either the winter period average established at the customer's previous premises or facility, or a winter period average of 7,000 gallons, or a winter period average in accordance with similar uses at similar premises, until such time as the new winter period average is established for said service address as stated in Subsection (a). The Director shall decide which basis would provide a reasonable sewer user charge for the account hereunder.
(d) Multiple unit customers. Multiple residential unit customers who have not established a "winter period average " for each and every unit shall be charged 7,000 gallons per month for each and every residential unit unless another method is determined and approved by the Director.
