Sec. 542. Chief Administrative Officer. The chief administrative officer of the Personnel Department shall be the head of the department and have the powers and duties of general managers set forth in Section 510, except those expressly reserved to the Board of Civil Service Commissioners as provided in the civil service provisions of Article X of the Charter.
