Indianapolis-Marion County Revised Code § 941-1 Defined terms.

Sec. 941-1. - Defined terms. For purposes of this chapter, the following terms shall be defined as stated in this section: A police escort means any official city or county law enforcement agency utilizing emergency equipment to escort personal, business, commercial, or private vehicles from one point to another on public streets. A professional sports team means any organization that compensates employees/players/athletes in the following sports: football, basketball, soccer, and hockey. (G.O. 6, 2011, § 1)

Indianapolis-Marion County Revised Code § 941-2 Police escorts for professional sports teams.

Sec. 941-2. - Police escorts for professional sports teams. (a) Any professional sports team desiring a police escort shall obtain a permit from the Indianapolis metropolitan police department by filing an application with, and in the form prescribed by, the department. (b) It shall be unlawful for any Indiana Law Enforcement Board certified agency or private security company to provide police escorts on city/county funded streets for professional sports team without the issuance of a permit by the Indianapolis metropolitan police department. (c) City and county agencies within the consolidated county shall not conduct police escorts for professional sports teams on city/county funded streets unless a permit is issued by the Indianapolis metropolitan police department. (d) Any professional sports team securing a police escort permit shall enter into an agreement to hold harmless the City of Indianapolis, County of Marion, their employees, agents, and elected officials and pay the fee specified in section 941-3. The issuance of the professional sports team permit shall be valid for twenty-four (24) hours. (G.O. 6, 2011, § 1; G.O. 33, 2016, § 2)

Indianapolis-Marion County Revised Code § 941-3 Fee for permits

Sec. 941-3. - Fee for permits (a) The fee for the professional sports escort permit shall be calculated on the number of units being escorted, as follows: For up to four (4) units: $775.00 For each additional unit: $75.00 Each car, limousine, or van shall be considered one unit, each bus shall be considered two (2) units. (b) No professional sports team can pay to have issued permits with any portions of tax revenue. (c) The Capital Improvements Board (CIB) is forbidden from paying for any police escort permit or reimbursement of said permit. (G.O. 6, 2011, § 1)

Indianapolis-Marion County Revised Code § 941-4 Exceptions.

Sec. 941-4. - Exceptions. (a) This chapter shall not apply to police escorts provided by federal, state, county, university, or local law enforcement agencies charged with protecting dignitaries, political appointees, or elected officials. (b) This chapter does not apply to police escorts provided for special events for non-profits, IHSAA, parades, funerals, and police escorts approved by the Chief of the Indianapolis Metropolitan Police Department or the Sheriff of Marion County or their designees when deemed necessary for event protection and management. (c) This chapter does not apply to police escorts conducted entirely within an excluded city in Marion County. (d) This section does not authorize either the chief of police or the county sheriff to circumvent the intended purpose of this chapter. (G.O. 6, 2011, § 1)

Indianapolis-Marion County Revised Code § 941-5 Use of permit fees.

Sec. 941-5. - Use of permit fees. The revenue from this fee shall be dedicated to the law enforcement and training fund, established under section 135-371 of this Code. (G.O. 6, 2011, § 1)
