§ 3-1. Alteration of spaces. No lessee shall make any installations or alterations on any the leased stall spaces until: (1) plans have been submitted to and approved by the Mayor or his authorized agent; (2) a permit therefor has been obtained from the Commissioner of Housing and Community Development; and (3) the approval of the Health Department of Baltimore City has been obtained where said approval is required.
