Any Animal Protection Services Officer or peace officer shall have the right with probable cause to enter upon any private or public property in order to examine or capture any animal thereon or therein or to enforce any provision of this Title; provided, however, that no such Officer or employee, agent or servant thereof shall have the right to enter a house or structure which is in use as a residence without having first secured a search warrant therefor.
