§ 15-13-2 - RULEMAKING. (A) The director may adopt rules under Chapter 1-2 (Adoption of Rules) to implement, administer, and enforce this title. (B) In addition to rules, the director may: (1) issue written interpretations of this chapter as necessary to ensure this chapter is implemented in a manner consistent with applicable state and federal law; and (2) establish written procedures to implement this chapter. (C) A rule, interpretation, or procedure adopted under this chapter may address: (1) the usage, permitting, treatment, monitoring, reporting, and compliance requirements of an OWRS; and (2) other factors the director believes are necessary for the safe and effective use of an OWRS.
