No person shall travel on the airport other than on the roads, walks or places provided for the use of traffic. No person shall use the roads or walks in such manner as to hinder or obstruct their proper use by others. All persons shall adhere to posted traffic control signs and marking unless the individual is responding to an emergency on the airport.
