No person shall enter the terminal building or landing area of the airport with an animal, except that service animals, as defined in the Americans with Disabilities Act (1990) or Air Carrier Access Act (1986), may be permitted in the terminal building. This does not apply where animals are being shipped on air carriers and are restrained by leash or properly contained. This section shall not apply to animals controlled or approved by a government agency.
