Oklahoma City Municipal Code § 2-88
in effect§ 2-88. - Authority to organize Division of Public Management; power to abolish departments.
Pursuant to Section 3 of Article IV of the Charter and to enable the City Manager to carry out the powers and duties therein provided and imposed, the City Manager is authorized and empowered to establish, within the limits of budget appropriations, such divisions and subdivisions within the various departments of the Division of Public Management as he may deem best and most suitable for the accomplishment of the purposes of the Division of Public Management. The City Manager shall have power to change or abolish any division or subdivision he is herein authorized to establish, but the City Manager shall not have authority to change or abolish any department or any function thereof as herein set forth. The Council expressly reserves all powers to create, combine or abolish departments as provided by Section 5 of Article IV of the Charter as amended, and all powers conferred by Section 30 of Article II of the Charter, as amended, to regulate and determine the organization and procedure of any department, subject to the limitations imposed by Section 4 of Article IV of the City Charter, as amended.
