11.39.040 - Restricted area—Exemptions. The following persons are exempt from the restriction of Section 11.39.030: (A) Persons riding bicycles and not carrying passengers for hire; and (B) Persons operating, driving or propelling animal-drawn vehicles in any parade for which a permit has been issued pursuant to this Title.
