Sec. 29-36. - Finalized placement permit required prior to utility service. Except as otherwise specifically provided in this chapter, it shall be unlawful for any person to make use of any utility service, or to furnish any utility service to any manufactured home which has been placed or replaced within the city until and unless the placement permit therefor has been issued and finalized.
