§ 32-345. - Findings and recommendations of Commission. (a) At the duly scheduled public hearing the Commission shall consider the application submitted pursuant to this division and such other evidence and exhibits as the applicant, the traffic engineer, or any other interested party shall submit, keeping in mind that the burden of showing the public need and necessity for the reserved parking spaces rests upon the applicant. (b) Upon conclusion of the public hearing the Commission shall make such written findings and recommendations as it deems appropriate to the City Council.
