§ 12 IMPROVEMENTS-ON ONE SIDE OF HIGHWAY; ASSESSMENT OF COST. The City Council shall have power to order improvements made on only one side of a highway or section thereof, and may assess part of the cost against property and its owners abutting on said improvement as herein provided.
