30.3. Officers The school commissioners shall appoint one of their own members President, and shall appoint another of their own members as Clerk to keep a full and complete record of all their proceedings. They shall by general regulations provide for the holding of regular and special meetings. A majority of said commissioners shall constitute a quorum for the transaction of business.
