3.28.020 - Controller directed to cancel certain warrants. The Controller is authorized and directed to cancel each warrant issued and payable on or after January 1, 1950, which is not presented to the Chief Financial Officer for payment on or before the thirty-first day of December of the second calendar year immediately following the calendar year during which it was issued. The entire calendar year during which the warrant was issued shall be excluded from the computation of time within which a warrant must be presented for payment.
