§ 14-11-171 - PERMIT REQUIRED. (A) Except as provided in Section 14-11-172 (Emergency Operations), before excavating or installing a facility in a right-of-way a person or that person's agent shall obtain a permit under this division. (B) A person who obtains a permit under this division is not required to obtain a temporary use of right-of-way permit required by Section 14-11-131 (Permit Required). Source: Ord.
