A. Within ten days after a proper and complete application has been made, the licensing authority shall make a finding on the issuance of a permit, based upon the information contained in the completed application and any other information available to the licensing authority.
B. Upon a finding that construction can commence, a permit to construct shall be issued to the applicant. Upon a finding that a permit to construct cannot be issued, the licensing authority shall so notify the applicant in writing within ten days of that finding and shall include the specific reasons for denying the issuance of a permit.
