13.40.030 - Licensing and bonding required. Only persons, contractors, owners or other individuals who are properly licensed and bonded for performance of work within public rights-of-way shall be issued a permit for any work, cause the deposit of materials, or use the rights-of-way for other than normal operation of motor vehicles and pedestrians.
