Sec. 54-586. - Liability; enforcement and penalties. A violation of this division shall be a noncriminal violation upon which the manager is authorized to issue administrative citations pursuant to article XII, chapter 2. A micromobility company shall be liable for any violation of division 1 or division 4 committed by a user of an electric scooter or electrical assisted bicycle rented from the company. (Ord.
