Sec. 6-80-49. - Scanners. No taxicab shall be equipped with a scanner or a device not capable of transmission but that allows an operator to access frequencies, or any device that allows an operator to access frequencies other than that vehicle's authorized frequency. In addition, no scanner or device capable of accessing frequency other than that certificate holder's authorized frequency shall be operated at the place of business of the certificate holder, nor shall the certificate holder permit the use of such a device at any other location.
