11.02.080 - Construction zone. "Construction zone" means that portion of a public street which, because of the construction activities occurring thereon or in proximity thereto, has been designated by the City Traffic Engineer for a temporary reduction in the normal speed limit for a redirection of the normal flow of traffic, or both, in order to protect the public health, safety and welfare.
