14-16. Ordinances to Protect and Enforce Rules of Commissioner. It shall be the duty of the said common council, and they are hereby empowered, from time to time, to pass such ordinances as may be deemed necessary or expedient to protect said water works and the use thereof, and to enforce the by-laws, rules and regulations of the said commissioner of public works.
