Municipal Code of Chicago § 14A-4-412.2.2.3

Where the building official determines that a permit application is substantially incomplete or otherwise deficient, or is ineligible for the review program under which it has been submitted, the building official may assess a penalty in an amount equal to the deposit provided for in Section 14A-4-412.2.1. The building official may require payment of this penalty either before issuance of the permit or before further review of the permit application.
