Sec. 13-85. - Use of streets, etc., for private disposition prohibited. It shall be unlawful for any person not having a current collector's permit issued pursuant to this article to use the streets, alleys or avenues of the city for the purpose of collecting, removing or transporting animal matter declared a nuisance in section 13-82.
