9.04.810 - Responsibility for prohibiting accumulation of solid waste, recyclable materials, or other waste. It is unlawful for the owner, or any person having the right of possession of any property within the city to accumulate or to permit the accumulation of solid waste, recyclable materials, or other waste on such property or on the sidewalks, parkways, street gutters or alleys abutting such property. Any such accumulation is declared to be a public nuisance, the prompt abatement of which is deemed to be a public necessity. (Ord. No. 17380, § 1, 8-24-2010)
