in effectSec. 196. - Authority to employ; salary.
For the purpose of the construction of drains and sewers and other sanitary work, bridges, wharves, and the lighting of the City, the Board of Commissioners may employ a competent civil engineer, and shall have power to enter into all necessary contracts for all of said works, subject to the limitations and restrictions of this Act. The Board of Commissioners shall, by ordinance or resolution, fix his salary at not to exceed $7,300.00 per annum.
