Sec. 7-8-10. - Issuance or refusal generally. The alcohol commission shall consider all applications filed under this article and grant or refuse the license according to its best judgment under all of the facts and circumstances, and the action of the commission in granting or refusing a license shall be final, except as same is subject to review at law.
