Sec. 8-36. - Liability. This article is an exercise by the city of its governmental functions for the protection of the public peace, health, safety and welfare. The City of San Antonio, its employees and agents, shall not be liable for any damages sustained by persons as the result of implementation of the emergency plan authorized herein except as required by law.
