Fee.
Denver Revised Municipal Code § 54-362
in effectSec. 54-362. - Fee.
(a) All parade or special event applications must be submitted with a nonrefundable application fee for administrative costs of fifty dollars ($50.00) if the proposed parade or special event will not exceed fifteen (15) blocks and one hundred and fifty dollars ($150.00) if the parade exceeds fifteen (15) blocks. Whenever the mayor has declared an extraordinary event, the mayor may provide in the declaration for the refund of application fees to applicants who are denied permits for parades for any of the reasons set forth in section 54-364.
(b) The first fifteen (15) blocks of the parade route commencing from the starting point as designated in the application will be policed by peace officers who shall manage traffic and crowd activity at no cost to the applicant. Except as specified in subsection 54-362(c) below, if the designated route exceeds fifteen blocks as measured from the starting point, the cost of staffing the additional parade blocks with peace officers shall be paid by the applicant within forty-five (45) days after the parade has occurred. The cost of the additional parade blocks will be determined at the standard Denver Police Department on-duty over-time rate and be based on the additional length and the size of the parade.
(c) Any parade which traverses in its entirety more than fifteen (15) blocks shall pay the application fee of one hundred fifty dollars ($150.00) as specified in subsection 54-362(a) above, but shall not be required to pay any additional fees as otherwise required for parades of over fifteen (15) blocks, as specified in subsection 54-362(b) above, provided such parade:
i. Has two hundred (200) or fewer participants;
ii. Has three (3) or fewer motor vehicles;
iii. Does not, from the very first participant or vehicle to the very last participant or vehicle, exceed three (3) blocks; and
iv. Requires no more than ten (10) police officers for escort.
(d) If after experience with a specific parade or parade organizer, the manager of safety determines that the parade's participants have conducted themselves in a manner which has required additional police officers for escort, has not met the requirements of [subsection] 54-362(c) or has generated additional costs, the manager may require the payment of costs as specified in subsection 54-362(b) above for parades over fifteen (15) blocks. The applicant shall be required to pay such additional costs before any new parade permits are issued. Failure to comply with the requirements of the parade permit and this section 54-362 may also be grounds for denial of future permits.
(e) The entire cost of conducting all special events with peace officers, barricades and traffic control devices shall be paid by the applicant. If the event is a historical event with a history of prompt payment, the cost must be paid within ten (10) business days after the conclusion of the event. Payment for all other special events must be made in full ten (10) business days prior to the event date. The cost of conducting the event will be determined by the command officer in charge of the traffic operations bureau or his designee, and will be based on the complexity, length and staffing needed for traffic control.
