No public or private hospital, or other place intended for the reception or treatment of persons afflicted with contagious or infectious disease, shall be located or constructed at any place within the water district until the location and construction thereof have been approved in writing by the Oklahoma Department of Environmental Quality, the Health Department and the Utilities Department.
