Section 5. - Existing Ordinances. All ordinances of the City of Houston, not inconsistent with the provisions of this Charter, shall remain in full force and effect, until altered, amended or repealed by the City Council. Provided, that the power to pass such ordinances under former charters has not been repealed expressly or impliedly by the terms of this Act. (Act of 1905)
