Philadelphia Code § 17-511
in effect§ 17-511. Penalties.
(1) A contractor who fails to comply with any provision of this Chapter is subject to any or all of the following penalties :
(a) suspension of contract;
(b) withholding of funds;
(c) rescission of contract based on material breach;
(d) refusal to accept a bid;
(e) disqualification of a bidder, contractor, or other business from eligibility for providing goods or services to the City for a period not to exceed 2 years;
(f) payment of liquidated damages; and/or
(g) a fine of three hundred dollars ($300) per day for each day of non-compliance.
