13.24.270 - Appeal of correction order. Any owner of a news rack who disputes an order to correct an offending condition may appeal by filing a written notice of appeal with the Department of Public Works setting forth the grounds for appeal within ten days following the effective date of the order. The appeal shall be heard by the City Council within thirty days following the filing of the notice of appeal. The Director of Public Works may not remove the news rack for failure to correct the condition described in the order appealed from until the appeal has been heard by the City Council.
