6.20.100 - Rights-of-way—Nondiscrimination. The requirements set forth in Sections 6.20.010 through 6.20. 220 of this Chapter shall be construed and applied by the City in a competitively neutral manner that does not discriminate among VSP's or as between VSP's and any other users of the rights-of-way for the construction and operation of facilities.
