Sec. 426. - Same—Powers considered cumulative. The provisions of this Act shall not be construed as abridging or amending any other power or authority which the City of Memphis or its Board of Commissioners may have, on this subject, under existing or future laws; but the provisions of this Act shall be construed as being cumulative and in addition thereto.
