Fort Worth City Code § 28-16 CREATION; APPOINTMENT OF SUPERVISOR.

§ 28-16 CREATION; APPOINTMENT OF SUPERVISOR. There is hereby created an office of utilities supervision. This office shall be headed by the utilities supervisor who shall be appointed by the city manager. (1964 Code, § 30-4) (Ord. 5700, § 1, passed - -)

Fort Worth City Code § 28-17 GENERAL DUTIES OF SUPERVISOR.

§ 28-17 GENERAL DUTIES OF SUPERVISOR. The utilities supervisor shall act as agent and adviser in all matters relevant to the operation of public utilities operating within or through the corporate limits of the city, under the direction of the city manager. The utilities supervisor shall employ such assistants, technical or otherwise, as may be authorized by the city council upon the recommendation of the city manager. Fort Worth City Code § 28-18 EXAMINATION OF BOOKS, RECORDS, ETC., OF UTILITIES.

§ 28-18 EXAMINATION OF BOOKS, RECORDS, ETC., OF UTILITIES. The utilities supervisor shall at all reasonable times be given access to and have authority to inspect, examine and verify all accounts, vouchers, documents, books, ledgers, property, records, investment accounts, corporate structure and financial structure of all public utilities operating within or through the corporate limits of the city. Fort Worth City Code § 28-19 RECORDS KEPT BY SUPERVISOR.

§ 28-19 RECORDS KEPT BY SUPERVISOR. The utilities supervisor shall keep a detailed record of plant investment and property used and useful in providing public utility service to customers in the city, showing additions, retirements, transfers and adjustments of utility plant in service. Additional records pertaining to revenues and expenses associated with such public utilities shall be kept by the utilities supervisor in sufficient detail to properly reflect each utility company’s financial condition. Fort Worth City Code § 28-20 INVESTIGATION OF UTILITIES’ POLICIES.

§ 28-20 INVESTIGATION OF UTILITIES’ POLICIES. It shall be the duty of the utilities supervisor to inquire into and ascertain the reasonableness of all rules, regulations and standards relating to service as prescribed by the public utilities operating within or through the city, and to establish a consistent policy between the consumer and the public utility with reference to extensions of service and charges for such extensions. Any such policy as to rules, regulations and standards as may be found discriminatory shall be reported to the city manager and the public utility shall be given opportunity for a hearing by the city council prior to any change in policy. Fort Worth City Code § 28-21 RIGHT OF ENTRY.

§ 28-21 RIGHT OF ENTRY. The utilities supervisor, his or her aides or employees may, during all reasonable hours, enter upon the premises occupied by any public utility for the purpose of making examinations or tests, or exercising any power provided in this article. Fort Worth City Code § 28-22 ANNUAL REPORTS OF UTILITIES.

§ 28-22 ANNUAL REPORTS OF UTILITIES. The utilities supervisor shall prescribe forms for reporting of utility revenues, expenses and earnings associated therewith as well as other operating information from utility companies on an annual basis. Such forms shall be completed by each utility company and submitted to the utilities supervisor who shall analyze the reports and advise the city manager and the city council as to trends and developments relating to operations of the utility companies. The utilities supervisor shall prescribe the manner in which such accounts shall be kept, and any other special form of report that may be necessary in the course of investigation that may be authorized by the city manager or city council. Fort Worth City Code § 28-23 EXAMINATION AND TESTING OF MEASURING DEVICES; ADJUSTMENTS OF COMPLAINTS.

§ 28-23 EXAMINATION AND TESTING OF MEASURING DEVICES; ADJUSTMENTS OF COMPLAINTS. It shall be the duty of the utilities supervisor, at the request of any citizen who is, in fact, a customer of any public utility operating within or through the city, to examine, and if necessary order the removal of any measuring or recording devices in use by the public utility. He or she shall supervise a test as to accuracy of such measuring or recording devices, and if necessary recommend an equitable adjustment between the complainant and the utility involved. § 28-24 RECORD OF CITY’S UTILITY EXPENSES. The utilities supervisor shall keep and maintain current, comparative and detailed data relative to utility expenses of the city government. (1964 Code, § 30-12) (Ord. 5700, § 9, passed - -)

Fort Worth City Code § 28-25 RATE ANALYSES.

§ 28-25 RATE ANALYSES. It shall be the duty of the utilities supervisor to submit to the city manager and the city council a detailed analysis of any new or proposed rate or rate change. He or she shall make such recommendations as to rates or combinations of rates as will be equitable to the city. The rates to be regulated by the city council shall apply to natural gas, electrical power and light, transportation, communication or any other enterprise serving the general public as a utility.
