§ 28-18 EXAMINATION OF BOOKS, RECORDS, ETC., OF UTILITIES. The utilities supervisor shall at all reasonable times be given access to and have authority to inspect, examine and verify all accounts, vouchers, documents, books, ledgers, property, records, investment accounts, corporate structure and financial structure of all public utilities operating within or through the corporate limits of the city.
