(a) Public tiedown apron. The Director, by appropriate rule or regulation, shall designate an area at Wiley Post Airport as a public tiedown apron for the temporary parking of general aviation aircraft.
(b) Fee levied for nighttime parking of aircraft. A fee is hereby authorized and is levied for the privilege of parking aircraft in the designated public tiedown area for a period exceeding three hours during any 12-hour period beginning at 6:00 p.m. and ending at 6:00 a.m., such 12-hour periods being designated as restricted time. The amount of such fee shall be as established in Chapter 60, the General Schedule of Fees.
(c) Aircraft parking during restricted time prohibited and constituting a trespass. No person shall permit an aircraft within his control to be parked in the designated tiedown area for a period exceeding three hours during any restricted time unless the fee prescribed herein shall have been paid. Any aircraft remaining parked in the designated tiedown area for a period exceeding three hours during any restricted time shall be deemed to be a trespassing aircraft subject to impoundment unless the fee prescribed herein shall have been paid for such parking privilege.
(d) Aircraft parking during restricted time on more than five consecutive days prohibited and constituting a trespass. No person shall permit an aircraft within his control to be parked in the designated tiedown area during the restricted time on more than five consecutive days, regardless of the payment of the fees prescribed herein. Further, regardless of the payment of prescribed fees, any aircraft remaining parked in the designated tiedown area on more than five consecutive days shall be deemed to be a trespassing aircraft subject to impoundment.
(e) Director of Airports to post notices. The Director shall post notices at conspicuous places in and adjacent to the public tiedown apron advising the traveling public of the specific location of such apron and contents and requirements of this section.
(f) Collection of nighttime parking fees. The fees levied under this section may be collected by any method as the Director and the Oklahoma City Airport Trust shall consider most convenient to the traveling public, the users of Wiley Post Airport and the Department.
(g) Other regulations to be observed. The provisions of this section shall not relieve any person from the duty to observe and comply with other provisions of this chapter, including, by way of illustration but not of limitation, the prohibition against conducting an unauthorized commercial pursuit at any airport.
