SEC. 28-189. ISSUANCE OF PARADE PERMIT. (a) Upon receipt of an application for a parade permit, the chief of police shall furnish to the applicant within three days, excluding Saturdays, Sundays, and legal holidays, appropriate approval or denial of the permit. (b) Should the application for a parade permit reveal that the parade route requested will interfere with the orderly flow of vehicular and pedestrian traffic, the chief of police shall have authority to establish a reasonable alternate route and regulate the width of the parade.
