§ 9-9. Rules and regulations. Subject to Title 4 {“Administrative Procedure Act – Regulations”} of the City General Provisions Article, the Director of Finance must adopt rules and regulations to carry out this subtitle including: (i) a schedule for disbursing the Fund each year; and (ii) procedures for transferring money from the Fund to either the fiscal agent or directly to service and program providers designated by the fiscal agent.
