Oklahoma City Municipal Code § 3-66 Definitions.

§ 3-66. - Definitions. The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: (1) Handbill means any printed or written matter, any sample, balloon, or other device, dodger, circular, leaflet, pamphlet, papers, booklet, or any other printed or otherwise reproduced original or copies of any matter of literature. (2) Newspaper means any newspaper, periodical or current magazine of general circulation as defined by general case law, or any newspaper, periodical, or current magazine duly entered with the United States Postal Service in accordance with Federal statute or regulation, or any newspaper, periodical or current magazine filed and recorded with any recording officer as provided by general law; and, in addition thereto, shall be regularly published with not less than four issues per year. (3) Private premises means any dwelling, house, building, or other structure, designed or used either wholly or in part for private purposes, whether inhabited or temporarily or continuously uninhabited, or vacant, and shall include any yard, grounds, walk, driveway, porch, steps, vestibule or mailbox belonging or appurtenant to such dwelling, house, building or other structure. (4) Public place means any and all streets, sidewalks, boulevards, alleys, airspace or other public ways and any and all public parks, squares, spaces, grounds and buildings. Oklahoma City Municipal Code § 3-67 Distribution on private premises generally.

§ 3-67. - Distribution on private premises generally. (a) No person shall throw, deposit or distribute any handbill upon any private premises if requested by anyone thereon not to do so, or if there is placed on the premises, in a conspicuous position near the entrance thereof, a sign bearing the words "No Trespassing," "No Advertising," "No Unsolicited Newspapers," or any similar notice, indicating the manner in which the occupants of the premises do not desire to be molested or have their right of privacy disturbed, or to have any such handbills left upon the premises. (b) Subject to the conditions set forth above, the deposit or distribution of any handbill on private premises shall be done in such a reasonable manner as to prevent their being carried or deposited by the elements upon any adjoining premises, street or sidewalk or other public place, or upon other private property. (c) The provisions of this section shall not apply to Federal, State, County or municipal agencies when acting in the performance of their official duties. (Code 1970, § 3-24; Code 1980, § 3-67)

Oklahoma City Municipal Code § 3-68 Depositing on uninhabited or vacant premises.

§ 3-68. - Depositing on uninhabited or vacant premises. No person shall throw or deposit any handbill in or upon any private premises which are temporarily or continuously uninhabited or vacant: (1) if it is apparent that the property is unoccupied; or (2) if it is apparent that a previous day's distribution of handbills has not been removed; or (3) if the owner has not given his permission to do so.
