§ 13-4-23 - OVERHEAD CROSSINGS. The city manager may approve an overhead crossing of a public street by a railroad track after determining that a crossing at grade is impractical. The track owner shall construct the overhead crossing at its expense in accordance with specifications prescribed by the city manager.
