Businesses within the following licensing category shall pay an annual license fee of one thousand two hundred dollars: Bankrupt, damaged or assigned merchandise dealer, which is any person who sells, whether by assignment, consignment or otherwise, any bankrupt or damaged stock of merchandise or other items of value.
