in effectC04.2 WITHHOLDING OF PERMITS.
(a) The building official is authorized to withhold permits to any person for the reasons set forth herein upon written notice to such person. The determination of the building official may be appealed to the board as provided in § B03.
(b) The building official is authorized to withhold the issuance of sign permits to:
(1) Any person until such time as the sign for which a permit was previously issued has been completed or is being performed in an efficient manner in a reasonable length of time;
(2) Any person who is delinquent in the payment of fees owed the City of Fort Worth; and
(3) Any person who has performed previous jobs which remain in violation of this code.
