4501.22 - Operator. "Operator" means any person who has charge, care, or control of a building, or part thereof, in which dwelling units or rooming units are let. "Operator" also means any person who rents to another or others or who has charge, care or control of a building or part thereof, in which dwelling units, rooming units, or hotel units are let, or who has charge, care or control of any premises or part thereof upon which no structures have been erected or upon which nondwelling structures are present.
