in effect12.85.055 - Defense.
It is a defense to a stopping and parking violation if the registered owner of the vehicle (that is the subject of a administrative hearing) establishes by a preponderance of the evidence that an unauthorized person stopped or parked said vehicle at the time and place of the offense charged.
