9.04.570 - Solid waste management fund. Each year, all fees collected for the environmental and solid waste management services provided by the city under this chapter shall be deposited into a solid waste management fund. Payment for the operations of the department attributable to its solid waste management services function shall be made from this fund. Fund balance reserves shall be established as directed by the city council and managed for these purposes by the city manager or his designee. The annual budget for the department shall show these reserves as a separate use of fund balance. Corresponding expenses will be incorporated into the annual operating budget. (Ord.
