Sec. 9-4-4. - Bureaus, divisions and other administrative units of health department. The health officer shall have the authority to establish such bureaus, divisions, services, or other administrative units as deemed necessary for the efficient operation of the health department. The health officer shall appoint the administrative head of each of the administrative units so established, and it shall be his or her duty to prescribe the work to be performed by each such unit.
