Sec. 996-137. - No property rights. Nothing in this chapter shall be interpreted to grant any property rights of any kind to any licensee or any other person. All rights and restrictions created by the express language of this chapter may be expanded, reduced or eliminated at any time by ordinance or by regulation of the license administrator or other officer.
