Sec. 683. - Rules and regulations of commissioners. Said board of Light, Gas and Water Commissioners shall have the power and authority to promulgate and enforce such rules and regulations governing the distribution of light, power, gas and water, as they may deem proper in the operation of said light, gas and water division.
